I think it's op from a storytelling perspective. Her power was described as "propably limitless" if I remember correctly. It's kinda op.

Alluka's primary personality is boring and forgetful. The Dark side's personality (The Thing? The Other? I forget what Killua calls it) is more interesting. The power's interesting too.
